Help! Chapped Lips

My lips are too dry to wear matte lip colors or lipstick in general. The color starts flaking off and it's very noticeable. My lips are small so it looks really bad, I have to constantly mix in a moisturizing lip balm with my lipsticks and it gets glossy. Help :(
