Orange Hair!

I bleached my hair and it turned out decent for once! Usually I have to pay to get it fixed after lol. Anyway, I'm having a hard time getting where my roots were and the ends that where already blonde the same color. I like the ends but my roots are still a little orange. Iv already toned it twice :/ maybe I Should tone it again. Thoughts?
