I have scaring on my legs from playing sports and I really really hate it. Does anyone know any good waterproof body makeup that's also affordable?

Try party city. sorry that's all I know. or a stick foundation is good coverage if you're comfortable with foundation on your legs.

Have you looked into Sally Hansen airbrush legs? it looks really good. maybe look at some reviews and see if it offers the coverage you desire
