I have psoraisis and get extremely itchy dry scalp. I use polytar liquid which you can get in pharmacies and it works very well. Use it once a week. It doesn't smell great but it works wonders.

Lolita-I moved from MO to AZ. the climate change here affected my scalp severely. I tried every I could for dandruff and dry scalp OTC and prescription. Then I tried Clear Scalp and hair therapy. It's specifically made for scalps. I have been using it now almost a year and no flakes or itching.

I was gonna say it could be psoriasis which is commonly mistaken for dry scalp. Phyto has an oil you can leave in overnight to nourish the scalp. May need to get medicated shampoo or use clobetasol solution on your scalp if it is psoriasis.
