You could probably purchase this some where. Or you could buy a tie dye kit.

Like Mara said.. You can buy a kit for it. All you do is twist the shirt in the middle and place rubber bands like pizza slices then throw on the dye. It's pretty simple but can seem really complicated in words.

Yep, you can buy pastel tie dye kits. Check arts and crafts or haberdashery stores.
