Well they an be used in different ways. Setting your concealer, highlighting, and sometimes I use it to add some blush for a natural look.

It's a fan brush, I use one to apply the highlighter.

Like others have said they are called a fan brush. I too was confused about them for the longest time. I just use it to lightly get rid of eyeshadow fallout on my checks. It has such a light touch that it doesn't blend in the shadow like other brushes or my finger would.
