I'd wear that over a long sleeved dress with flat boots, I'd wear it with a long sleeved t shirt, jeans and sneakers, I'd wear it with something with leather sleeves, a pair of jeans, a pair of leather leggings or pants...

I wore a black long sleeved shirt under it. But if your not wanting sleeves I would go for a nice white or black shirt!! Simple yet pretty! You could even go with a basic grey shirt and spice up the accessories!!
