Good winter moisturizer to wear under makeup?

Hey there-
So... I only recently started having this problem with the "lovely" Minnesota winters that we have- but my skin can get SO dry during the day.
Especially around my nose and forehead. Sometimes it's so bad that I can't resist itching it.
I know it's not a reaction or anything!
Anyway, I'm just wondering if there is a good moisturizer I can use under foundation or perhaps a foundation that is actually moisturizing?

Its a daily moisturizer very hydrating.

When my skin gets super dry and not any moisterizer can heal it. I turn to Tarte Maracuja Oil. As a nighttime treatment and undermakeup. I also live IT Cosmetics CC cReam. It's moisterizing, has a n spf of 50 And has a medium coverage.
