Try a glitter primer :) Too Faced and Lit Cosmetics both make versions that I like, though I like the Too Faced better. Anastasia makes a sealer that's great to use over glitters so that they don't shed. And Alma recommends the LA Splash glitter base/sealer like it's her job :) all are really great options. I like to use the Too Faced underneath glitter to give it something to stick to, and then apply the Anastasia Beauty Genius over top so that I don't shed glitter on things and people, like my boyfriend or my baby nephews.

You can put mascara on and have glitter stick to it while it's wet.
