My cheeks are inflamed and red and My BB cream fades after a hour so I figured that a concealer would work as a primer.

Maybe the Fit Me concealer by Maybelline, find your shade and it may work. It doesn't feel too heavy, but it's awesome to give it a sheer feel and then build up.
