I am the frickin mayor of Fallout City. I have the same issues, but I have oily lids and hooded eyes, so it kind of just scrapes things off and sends them south. I don't even think about putting powder shadows on unless I've primed and powdered after the primer. I always lay down a light layer of powder in the places where falloout gathers, that way it's easier to clean up. It's like a little powder drop cloth. For eyeliner that doesn't fallout AT all, I've found pixie endless silky eye pen and pixie lid last shadow stick. They stay on and don't crease or fallout. For mascara, I've tried many and yes, I even get flakes from maybelline great lash, etc. I've also had supposedly immovable gel products flake and fall off. Crazy enough on a whim I tried elf three way mascara because I wanted the wand, but I actually love the formula. It just does not come off until I take it off, and then even makeup removers won't do it. I have to soak coconut oil on there to break it up and then it comes off in like solid tubes. Crazy.
Oh another tip that works for making eyeliner and shadows that don't fall out is to blend your shadow with some saline solution and apply wet. It will dry and not budge. It's hard to blend though, you have to work quickly. I usually place a drop of saline on the lid of shadow or on the edge of my sink or something, load up a brush with powder and mix that way. Be very careful not to dip a wet brush back into the powder. It may ruin some shadows.

Another thing, what might be happening is that your dry skin is sucking up all the moisture from these products and turning them powdery. That's just my speculative theory, but try moisturizing a ton around your eyes at night. Extra moisturizing has done a lot for me for ease of makeup application.

Anyway those are my tips as the mayor, and I hope I can soon take away your fan brush and thereby revoke your citizenship!

I would try to do most of the repair at night. You can also do repair masks, etc.at night. You don't need an eye specific creme, but some people like those. I get really dry lids in the winter and primer makes it worse. Oh the fun of combo skin, oily in summer, dry in winter. Why do we have to have seasons? I put on my night moisturizer which is very thick and let it soak in and then reapply right before bed. I've been doing a repair mask (either slathering my lids in coconut oil or a paula's choice repair mask...I had a bunch of samples) a couple times a week. I do moisturize again in the morning, but I use lighter products that soak in more quickly. I usually will start with foundation and everything, and then do eyes about 10 minutes or so later. The total time isn't long. I've been using PC moisture boost at night and PC earth sourced moisturizer in the morning. Save the really heavy, goopy moisturizers for night. This has made a huge difference for the way my eyes feel and I've had to spend less time concealing lines and bags under my eyes, so the extra time to moisturize has paid off in the morning when I'm more pressed.

I use Per-fekt Eye Perfection as a primer on my lid and beneath my eyes and I'm really happy with it. It is expensive, but the tube goes a long way.

I have the same problem with mascara! the only one I can use on my bottom lashes is Loreal Double Extend, the one that is one half white and one half red. it's fibery and sticks to itself very well!
