I'm currently using the $3 elf cream liner, but it does smudge on me since I have hooded eyes. I've tried Maybellines gel liner and it smudge too, worse than elfs. One that I really liked was the gel liner from the brand black radiance which I found at Walmart, it was about $5 and that didn't smudge on me.

I'm 100% with loreal infallible gel eyeliner because it really stays! It's opaque and incredibly easy to use!

Inglot is one of the darkest and most blackest ones I've tried. I didn't find maybelline to be matte though, have you tried liqiud eyeliners instead? They're usually not that matte.
