Is she looking to start wearing make-up? I'd give her an Ulta gift card. They have a great selection of drugstore brands and if she doesn't see something that inspires, they have skincare and hair products.

If I was just starting out with makeup I'd like colored glosses, natural looking lipsticks, mascara, and a trio or little palette of neutral eyeshadows. Since she has brown eyes (like me! Lol) when I wear minimal makeup I find that light pink glosses look cute! I'd suggest revlon lip butters, they're pretty much like tinted lip balms! :)

I am planning on getting my sister sowmthing as well since she's just startin off with make up. Bh Cosmetics has realy cheap pallets and so does coastal scents. I've heard they are really good.
