I would go high end for foundation and eyeshadow (which I would suggest UD's Naked foundation and the Lorac Pro palettes)
And go drugstore for blushes, lips, mascara end eyeliner (elf has an AMAZINGLY pigmented CG: blush quad for $6, Revlon has great lip colors, Covergirl and a few Loreal have awesome mascaras (ex. lash Blast, clump crusher LOReal: telescopic and butterfly. I don't experiment much with eyeliner pencils, but Wet N Wild has good liquid eyeliners for $3 and ULTA brand and NYX I've heard have great eyeliners)
And if you don't want to get a hugh end eyeshadow palette, WET N WILD again has amazingly smooth and pigmented shadows for dirt cheap.
But definitely go high end for foundation!! (And if not, go vosrgirl 3 in 1 foundation or Loreal Bb Cream if you don't need full coverage.)
