I use Estée Lauder double wear in ecru which is neutral but they have light colors that are cool & warm as well.

I love physicians fformula mineral wear foundation. I works wonders for me! I can't get it at any drugstores around here anymore so I order it from drugstore.com. It is usually about ,,$12 and lasts for quite awhile. It gives great coverage and it has never broke me out.

I'm also very pale and neutral, though I lean more yellow (cool toned). I'm between a NC 10 and NC 15 in MAC, if that gives you any idea. I recently picked up a bottle of NARS Sheer Glow, and I'm really liking it so far. It has buildable coverage, comes in a TON of shades, and hasn't caused my dry skin to get any more terrible. I have to moisturize before I put it on, but I have to do that with any foundation so that's not a huge issue.
When I don't want to use the NARS (it is pretty pricey) I use a BB cream by Etude House, "Precious Mineral Cotton Fit". I got the lightest shade (which I think was actually shade 2 so be aware of the weird numbering if you check them out) and it blends out to match almost perfectly. I'm not sure how well it would do for someone who is more pink toned, but may be worth looking into.

I will note that I have yet to find a drugstore foundation that is both pale enough and not too pink. Seems like whomever does the formulating for the drugstore brands doesn't think that pasty white people can be cool toned. :(

You might try Smashbox Studio Skin 15 hr foundation. It's a moisturizing formula, natural/matte finish, full coverage and lasts all day. I wear the lightest shade in 101 and it barely works for me...I'm an NW15 but I'm more on the tan side with my freckles. It does cover redness really well though. But it's ALMOST too dark but I make it work because I love it so much!!

Sephora collection has an airbrush foundation that's practically white haha. It's higher coverage and very light :)

The Ilamasqua Rich Liquid is nice. Super full coverage and is kind of moisturizing get kind of matte at the same time. Plus it comes in a lot of shades including a pure white one. I use the white one to mix my own shade a lot.
