Primer is something you apply before any face makeup. It creates a smooth base for your makeup to insure an easier application. Some even blur the look of fine lines and wrinkles. They can also make your makeup last longer.
Foundation is something that evens out your skin tone, it makes your face look all one color, covering any discoloration. There's different types; light/medium/full coverage, oil/powder/liquid/silicone based. There is also bb creams which are way lighter and have skin benefits.
Concealer is something you use when the foundation didn't cover everything up, such as blemishes or redness. This is only needed if you need more coverage post foundation application.

Here's how I do it..
- moisturize & let it sink in (3-5mins)
- primer (again, wait 3-5mins)
- foundation
- concealer
- highlight/contour (if using creams)
- setting powder
- highlight/contour (if using powders)
- fill in brows
- eye makeup (eye primer, shadow, liner, mascara)
- lips (liner, lipstick, gloss)
- illuminator (cheek & brow bones)
- setting spray

A primer should go all over, yes! Bb cream would be great to start off! I don't use a primer with my bb creams though.

I have combo oily skin, so for me my favorites are
- garnier bb cream
- loreal TruMatch foundation
- for under eye concealer I like Maybelline instant age rewind and Maybelline dream lumi pen. I haven't found one for pimples or blemishes lol
I haven't found a good primer from the drugstore personally
