Hmm that's an interesting challenge! Maybe craft or couch foam, sculpted with an electric knife? Similar to how Furries make their heads.
The prosthetics on the neck and chest will be the hardest, along with blending the headpiece into the neck and face.
It's going to be pretty difficult if you aren't able to sculpt, mold, and cast foam latex. You can try and use things like gel10 or 3rd Degree, plus liquid latex. I find that ripping up makeup sponges and using them with liquid latex you can make interesting lumpy shapes. Same with toilet paper. Maybe practice creating a little fungus patch on your arm to see what works before you attempt it full scale.
