I Have a couple of broken hair and I was thinking of cutting my hair to the length of the shortest strand so I won't have to deal with it anymore.

Sure it'll look great, but I would recommend the second one just incase you don't like short hair when you get it cut and you want to grow it back faster, remember to get trims and look after it really well!! :))
