I'd go for a cream or balm.
Personally I like Liz Earle's Cleanse and Polish. I've also heard good things about the Body Shop's Chamomile Cleansing balm.
I used to have very dry skin and switched to Liz Earle and it made my skin more normal to slightly oily which I find a lot more manageable.

If you looking for something not to expensive I get bad dry skin and I find the aveeno ultra calming foaming cleanser as it doesn't strip the skin.
