I would leave it down and do something like in the picture or put it in a high sleek pony tail
Matte black nails or another dark matte color like navy, blood red, or burgundy

For hair I would do loose curls, for makeup classic winged liner and red lips, and for nails I would do red to match lips or a classic white tip (:
