I read Hard Candy Glamoflage is really good for tattoo cover ups. It's at Walmart for $8 I think.

You need to correct before concealing. Depending on the cookies of the ink, use the opposite color corrector. Then apply a full coverage concealer that matches the skin.
Skip the Hard Candy, that crap goes on like Spackle and won't conceal tattoos worth a damn. Dermablend or Coverfx are your best option, or a theatrical makeup if you have access to some.
