Check out Cosplay.com I think they have a tutorial somewhere about Sailor skirts (in the forums).

To get that look, I'd make a long pleated skirt and then cut the bottom to have that extreme upwards curve at the sides. Trying to cut flat fabric to pleat AND curve is too hard for me to conceptualize.
