I agree with Renay.
If you have a sewing machine you could just turn it inside out and sew on both sides of the dress to make it smaller. (Not too much though. Also do not cut the fabric) turn it inside out and then you have a dress that fits (the thread can come out if the dress afterwards and then it would be back to normal.)
