I have oily/dry combination skin. Before I apply any foundation or BB cream I use the e.l.f shine eraser sheets and whipe the oil off the oily spots on my face and it works amazingly! They give me a matte looking face even before applying any powder!

Okay now we can get to the bottom of this.
So what you probably need is a primer to really make your foundation adhere to your face better. I can't really recommend a primer since I haven't found one I love yet(I have oily skin too.) But I have learned that you should stay away from primers with a lot of silicone in it, like maybelline baby skin pore eraser. It will not gel well with your skin and make your makeup slide all over the place.
When you apply it, make sure you're really working it into your skin. After you apply with a brush, maybe go back in with (clean) hands and work it in. Also give it a couple mins go set before powdering.
I would change powders. Ben nye has a good one called neutral set powder. It's great because it's translucent and doesn't leave that ashy look on dark side. Also, stipple the powder mostly. To set it and not disturb it. Also milk of magnesia works well at controlling oil but isn't good for your skin.
I would switch foundations and bb creams too. I like revlon Colorstay, l'oreal true match foundation.

Symone's got it^. Also I'd carry around some blotting sheets , personally I like Palladio's because the package is so small and cute and you can get them at ulta or Sally's beauty supply. I always carry some in my bag, they're life savers

Ahhh! I have super oily skin too and I found that BB creams are a big no no for me, especially because they usually have spf which only makes me shiner! I'd also suggest Revlon stay matte translucent powder! its a big help! and like others mentioned a good primer goes a looong way! I haven't found a drug store primer I like yet but if you have access to a sephora they're super helpful and have a ton of primers that control oil and shine!
