I had dots very similar to these & I'm pretty certain it was hormone related. I started taking a daily multi vitamin & using T.N Dickinsons Witch hazel & they're gone. Hope this helps :)

Oh I should also mention I used ASAP Clear skin gel (not sure where you're from but it's an Australian skin care brand) it's basically a gel with AHA's in it. I think this was a major factor in clearing them up

I think your spot on with that but I've been super unsure, I'm going to do the same right away because I don't take a mullti vitamin :) I'm not sure where to find witch hazel but is it similar to tea tree oil? I live in South Africa, I'll research brands with that in it and I'm sure I'll find something similar :) thank you So much for your help!

Before seeking suggestions i think the smart thing to do is to go to a licensed dermatologist someone who can analyze that area
Remember every bodies skin is different
What looks one way to others Could be something completely different .using something that can worsen the situation isn't a great idea
