I'd do master but designer should be fine. just make sure you show them the picture of what cut you want. I'm sure they'll do good love.

Both my regular hairdresser and my back up are master colorists and master stylists. It's worth the expenses for I had theeeee worst stylists and colorists previously. My own home color looked so much better than the cheaper stylists. I know you're working with a very tight budget, but for the initial cut, I'd use a master..then ask them to refer you to someone they feel can keep your hair trimmed. Same for color. Maintenance is much more affordable that way and no awkward moments with the initial stylist/colorist. :)
