Have you tried an exfoliator? a good skin care regime helps as well.
Depending on how your skin is, the formula may not be right for your skin type.

You could be applying too many different products on your face. I'd try and hydrating primer by itself for a while (and do a strong moisturiser at night) to see if that makes a difference. :)
