I have really dark circles and I try to cover them with makeup, but no matter what under my eyes are always sweaty and shiny. I put powder but then it just looks cakey and shiny. Nothing helps. What should I do? Here's a pic with my with no makeup. FYI: makeup seems to make it more shiny 🙀

I have hereditary circles and have done more research and testing of products and techniques on this than I care to admit. What works for me is not luminizing beneath the eye...no heavy powder...killer eye cream...jojoba oil or sweet almond oil in my downtime...quality products and a primer made for eyes, as April suggested.
You need to hydrate...then prime...neutralize...slightly highlight dark areas...then dust ever so slightly with mineral veil.
Dry eyes show every line and encourage creasing. Priming the eye area after moisturizer has set in will help keep make up put without heavy powders. Correcting under eye color is important. If you had purple beneath the eye, I'd say use a salmon toned corrector, but in your case yellow may work better. Then, a highlighter in the shadowy area..rather than beneath the eye...so from the inner corner downward...avoiding directly under the eye with luminous products. Then..a foundation or concealer that is slightly matte. If you so choose, you can "set" it with minimal dusting of mineral veil or a setting spray on your face. This has worked very well for me. Rest, a proper diet, veggies and fruits packed with vitamins, exercise, sleeping with my head slightly elevated and staying hydrated also help. You can use wet green tea bags as a depuffing treatment and CVS has a clear, caffeine eye roller that soothes and depuffs nicely as well.
