Try exfoliating, it will really help! Keep them moisturised with a brand such as Carmex or Palmers, they are amazing!!
Lush lip scrubs are great, however you can make your own with sugar and honey

Do you drink enough water? its so important to keep your akin hydrated!
I would also suggest that you VERY gently exfoliate your lips a couple times a week (I would do it before you go to bed) and then aply a very heavy moisturizing lip balm.

Let's start from reviewing your lip care routine.
Do you put on lip balm?
Do you exfoliate?
Do you drink enough water?
Is it genetics?
What kind of products have you tried?
Is it seasonal?
Do you regularly do a lip mask?
I think its easier to evaluate once you answer these questions.

Gentle exfoliate lips with a damp washcloth after you shower. Aveeno and Vichy make great lipbalms specifically for chapped and sensitive lips. Also taking an omega3 supplement such as fish oil capsules will help:-)

I love exfoliating at night & putting on a good amount of balm at night before bed. You'll wake up with supple baby lips. Good luck hun.

I would seriously suggest getting Fresh Lip Treatment. It's expensive, yes. But it works. If you buy it and it doesn't, return it, just buy it at sephora and save your receipt. I have tried every drug store brand lipbalm, Burt's bees works pretty well, but if your lips are like mine and just constantly dry, it's not enough. I also use Peter Thomas Roth Un-wrinkle Lip Treatment 30$ and it really helps too. You don't have to tell us but are you on medication? A lot of medications can have the side-effect of being very drying, so regardless of your water intake, you have dry mouth constantly.

Another great super hydrating option is Aquaphor. It's like Vaseline, but not at all like Vaseline. I had to use it after chemical peels, and I've been using it on my lips ever since (more than 7 years ago!)

Exfoliate with this recipe:
-teaspoon of honey
-teaspoon of sugar
-teaspoon of coconut oil
After doing this (try doing it everyday until you see results) put on coconut oil over the top. Hope this helps!

When you brush your teeth, when you're done, take all the tooth paste off and run your toothbrush under the water and then scrub your lips with it. It will smooth them and make them softer. If that doesn't work try using Vaseline and rub it on your lips like lip balm and then put sugar on your lips and rub it in. Then you can wash it off with water and it's a homemade lip exfoliator!(: I use these all the time and my lips haven't been chapped since!

Exfoliate and use burts bees medicated lip balm. I always have one with me because they help. or you can try mission skincare revitalizing lip therapy. it's a gel formula and I use this when I get sick because my lips get really chapped when I'm sick.

I know everyone says it, but exfoliating with either brown sugar + honey or with a dry toothbrush make all the difference in the world.
