Before if your using cream based product to Contor, if powder based products then after. HOWEVER some like to do the contoring after foundation with cream based products. It's makeup- have fun there are no set theories or technique don't restrict creativity to theory etc.see what suits you best but the latter is the most common application process! Hope that helps x

Forgot to mention, personally and commonly, Highlighting comes after always so it's impact is at it's full effect especially with powder based highlighters.

Jenna, it really comes down to personal preference. some ladies prefer to do it after whilst others like to do it before foundation. I personally use cream foundations to highlight and contour. I do this before apply foundation. then I just lightly sweep foundation over the highlight and contour to seamlessly blend things all together.
I personally have tried boths ways and have found the before method the easiest for me.

No I'm not a proffesional MUA and I have not study theory of makeup. I do freelance work and have done forages.
I'm sorry if I offended you Jacqueline and no I absolutely don't take it lightly of degrade MUA as a proffesion since I hope to become certified myself one day- but ultimately I was referring to this thread, a simple day to day question and I feel rather attacked. I didn't mean to be offensive or disregarding of anything that you said above. I just meant to answer a day to day unprofessional question lightly and effeciently there is not really any need to get so defensive.

I feel like this went way above and beyond the question in this post... haha
I don't think either parties meant to come across as offensive or rude, but obviously we can all be a little sensitive when we personally feel like our knowledge, education, or opinions are being questioned or attacked.
Misso M. I totally get where you were coming from in your first post. You were just trying to shed some light to a beginners question about it, basically just saying to find which technique works for you and that there isn't just 1 certain type that you can only do.

Yeah I'm kinda back and forth.
Like I find if you apply it before foundation it isn't really noticeable, but if I apply after foundation then it gets cakey and stands out too much.
Hahah I need more practice.
