Can you take a little eyeshadow and use an eyeliner brush to line your eyes with it? I saw on YouTube that this was possible, but I wanted confirmation on it from real people.

Yep! I've done this before, but I normally do it with pigments, MAC Fix+ Spray, and an angled eyeliner brush. Works like a charm.

Yes! You can use a mixing medium like Inglot's duraline (sold on beautylish) and never have to buy a colored pencil again 😄

Yes you definitely can! It creates a much softer look as compared to a liquid eyeliner. you can also use it wet for a slightly more pigmented look.
