At my school we are doing decade day and I need help for an outfit, hair and makeup!! I'm in the 7th grade and I have pale skin and brown hair. Where I live it is freezing cold ( windchill is below 0) thanks in advance.

I remember doing that! I wore corduroy bell bottoms (found them at Walmart at the time) and a Rolling Stones tee, with square-toed boots. Basically I dressed as Hyde from That 70s Show. :)
I have seen a lot of girls wearing things inspired by 60s mod, maybe try that? Or you can go for the old standby: late 60s hippie.
