There's little socks specifically for flats & loafers.

I wear tights under pants when it's really cold. I guess it depends on the color of the flats, tights, and slacks. I don't see a problem though.

There are socks for those like lili said. I still wear mine in winter but I usually end up regretting it while walking across campus ;)

I work in an office full time. I live in nyc and let me tell you, our weather at the moment is HARSH. What I usually do is wear long socks and boots under dress pants. I bring my flats and pantyhose with me. With flats, always always always go with pantyhose. Its very professional and only cost about $6 at walgreens. :)
