Best Gel Liner?

Title says it all. I'm looking for a richly pigmented, long lasting gel liner that won't dry out.
I will be using it on my brows, right now I'm using ELF Brow Wax and it just doesn't cut it for me anymore. (I find it doesn't last long and smears really easily.)
I'm willing to spend up to $25.

Anastasia dipbrow pomade. It's $18. It's a gel liner for brows. I absolutely love it. It's a really big jar too. Like twice the size of maybelline gel liner. It's dries matte and it has great staying power. I literally took a nap (on accident) with this one and woke up looking fierce and fabulous still lol. My new holy grail.
