Lip Liner Help

I'm new to lip liner. I've recently tried lining my lips then filling in with lipstick. However after dinner last night I looked in the mirror and my lipstick was bleeding/feathering! I'm not sure what I did wrong. I might try filling in my entire lip with the pencil and see if that makes a difference. Any suggestions?
