While you can't buy it at typical drugstores, my favorite cheap ($5-$8 for 1.5oz) is Ben Nye's Luxury Powders. They're SO finely milled, smooth, & just all around flawless.
ELF's High Definition Powder ($6) is also great. It's silica based with dimethicone in it, which is great for making makeup last a long time. It's also finely milled & is probably the softest powder you'll feel. =]
