Okay so obviously the steps are laid out pretty clearly, but what is the liquid being used to dip the brush in? Any tips on how I can do this design? Thanks!! 💕💋

The liquid is actually nail polish but the liquid is a thinner (purchased at Sally's from what I know) so you mix the thinner and the polish together and you get a water polish basically :)
