I'm really new to the whole "makeup" thing, and I really want to start collecting makeup so I can do really artistic looks, but I'm not sure where to start. I'm really low on funds (what with saving for collage and all) and I need some brushes and other makeup. What should be on my list of things to get, and where do you recommend me getting them? Again, the cheaper the better right now.

you'll be able to get a lot of stuff from elf for cheap, especially if you shop online with coupon codes but,I have bought tons of their products and only really love the mineral eyeshadows. ulta us a great place to shop because they carry high end and drug store brands.they also usually have coupons for both in store and online shopping.

For brushes I would check out ELF studio brushes, crown brushes, and brushes from coastal scents.

www.crownbrush.com

As for makeup you don't wanna go too cheap. You want good quality for an affordable price, yes, but still keep in mind that if you're going to buy $1 face powder it might not live up to your expectations. For face products I would recommend Milani, Maybelline, Revlon, and NYX. These are really affordable brands that whose products are really good quality. I strongly recommend then for your face products. As for eyes, palettes are your best bet! BH cosmetics and Coastal Scents have amazing palettes and they're always having sales, but even without the sales their prices are amazing. They have everything from colorful palettes to neutral ones, they even have concealer and blush palettes! As for lip products, I swear by NYX Revlon and Rimmel! They have the best lipstick and glosses for the price!
You can find NYX products for cheap at:
www.beautyjoint.com
www.nonpareilboutique.com(they're shipping is super fast btw)
www.cherryculture
Remember when starting out with makeup don't buy everything at once just because you feel you need it. Just start off with that basic like primer eyeshadow eyeliner mascara blush foundation and concealer lipstick and gloss. Once you start to get the gist of things then you can experiment with glitter and contouring etc. if you try to buy a bus load of products at once you might become overwhelmed. So take your time do your product research. Don't buy just for the price tag, Make sure that your getting a good quality product as well a a good price. Good luck! :)

I also would advise you to buy some palettes (blush and eye shadows)- BH cosmetics has some good ones as mentioned. Also I love a brand called Sleek who do smaller ones that are a bit more expensive (still cheap) but the pigment is much better. NYX does a great lipgloss set of 10 for cheap with a array of colours (Love's Anthem).
I personally would shell out a bit more for a good foundation however there are still some great drugstore brands.
