For makeup, I recommend Kevyn Aucoin's books, Making Faces and Face Forward. I'd also recommend a book called Makeup is Art (the author escapes me at the moment). In terms of websites, check out thebeautydepartment.com, theglossarie.com, beautybanter.com. I'm not sure about nail art though, sorry!
