I'm using a pencil for my brows I honestly like it more than powder :/ with a pencil you can make it tight I'm not sure if you can with a powder?

Powder makes it look a lot more natural... So with a few sparse spots I would use powered, pencils can look a bit too fake and can be too 'drawn on' however you can get an exact match pencil to draw an outline and go around your brow line and either fill in with powder or fill in with pencil, it really is personal preference but powder lasts longer and when used with an angle brush you can get just as good a brow.

I use a pencil to define the lower edge of the brow. A lot of people do the same to the top brow line but I don't care for that look. It makes the brows look too perfect and not natural looking. I use a brow gel to fill in my brows. I like Laura Mercier's Brow gel because it almost leaves a moist or shiny appearance. Nothing crazy, just not like a really dry, powdery matte look.

The Laura Mercier gel is in a pot like a gel liner. And comes in several shades.
