I like maybelline's liner I use it for bigger cat eyes but if you want more precision I would go with a liquid eye liner.

I literally stopped using pencil liners and liquids. I've found my holy grail eyeliner when I got the MAC Chromaline. It's different from their Fluidline. The Chromaline is more of a cream then a gel. It's more pigmented then the Fluidline. It also doesn't smudge and lasts all day without retouching. I use the 219 brush which is super thin and precise and they have an angled brush as well. I like the cream ones better then the pencils because the pencils have to be sharpened a lot and they aren't as pigmented plus they don't last long and always smudge, especially on the waterline! When it comes to liquids, they're nice but the brushes that come with them usually don't give you much control or they're too thick. And liquid ones aren't very good on the waterline
