By colored eyeliner I mean like blue, purple, white, silver, etc.

Physicians formula do coloured gel liners and for pencils I think maybelline and rimmel do the best drugstore ones :)

I don't recommend physicians formula gel liners!
I do suggest you check out inglots amc gel eyeliners. Theyre not liquid like you asked for but a BUNCH of colors.They're $12 each. If you want something even cheaper go for nyx! They have at least 3 different kinds of liquid liners :) also milani has great ones. Like their liquid eye penicl

Urban Decay's 24/7 eyeliners come in all kinds of different colors. They aren't the cheapest but I think they're really good quality. They have some liquid ones as well. Kat Von D also has nice quality eyeliners in different colors as well.
