Hard Candy makes pretty decent primers, & I think they're $10 or less. I got mine from Walmart c:
you just need to let it sit for 3-5mins before applying your foundation

NYX HD Primer for eyes. For face, I'd say Tarte. It's pricey like most primers, but it really standouts against most of them, and I haven't found an inexpensive face primer that compares. They just don't pro long the wear of your foundation like the Tarte one does.

Face:
-depends on your skin type
- I have large pores on my cheeks and super oily monster skin. Milk of magnesia in combo with maybelline baby skin pore eraser seem to be my perfect match at the moment
Eyes:
-elf is decent. I use it.
-nyx jumbo pencil in milk
- I learned today that nyx has the jumbo pencil in milk in a paint pot now! So much easier to apply

Loreal magic lumi primer :) I really like the Smashbox photofinish too, you can get a travel size for like $10 and it lasts FOREVER.

If you a Face Shop wherever you live the have this makeup base called Lovely ME:EX and it's only five dollars. It's very good BUT the only thing that might be a problem. If you have sensitive skin or are sensitive to scents this primer has a really perfume-y smell! I think it smells good but not everyone might.
