^ definitely milia. I'm battling mine now (mostly on my face like how babies get). You can exfoliate them off because it's the under eyes. But you probably will have to go to a dermatologist to get then removed or get prescribed some medicated eye cream

I'm curious as to the actual science behind milia... I've gotten them but they've gone away just as fast by drinking a lot of water. Same with a friend of mine too... barely drinks water but when I force him too they are gone...

From what I understand, are dead skin cells clogging the pores. Drinking water "flushes your system."
