It looks like your chin is irritated maybe put some aloe Vera, which hazel, or rose water to sooth it and tone down the redness.

Those look like white dots. They're common on oily skin. If you feel confident enough to pop them (like with black heads) go ahead. If not, try scrubing (with an exfoliant, or a simpler thing, like sugar).

I would try a mask like Biores new charcoal mask, Freemans, or Queen Helenes Mint Julep. I would not pop them though!
