Says to apple to clean towel dried hair?
Does it mean to wash my hair with shampoo. Then apply the dye?
And why does it need to go on damp hair?

I don't know, tbh I never listen to those and just dye my hair on dry not washed hair.. and I've been dying my hair for 6 years and its never made a difference haha it always come out good.

The hair should be dry. You want the hair to be clean and dry so the hair can actually get into the hair shaft. If you have oils, dirts, and products coating the hair, the dye won't be able to penetrate properly. And since water actually can penetrate the hair shaft, it also blocks the dye from being maximally absorbed. Mind you I'm not a beautician or stylist, this is just based on my own knowledge of hair

If you're using manic panic or special effects or any of the veggie dyes, you shampoo your hair, don't condition and you put the dye on towel dried hair.
