Castor oil, for sure. I had a friend who got stitches on her eyebrows. and she had a little patch on her eyebrows where she didn't have hair. applying castor oil fully grew out hair in that region. I suppose it should help a lot in your case too. hope o helped :)

Try Vaseline. I cut my eyelashes on accident and Vaseline really helped grow them back,plus I think it will do the same for eyebrows.

Vaseline really helps, you can also use Vaseline as a brow gel to keep your brows in place:)
