Jack Black lip balm! You don't have to reapply and it's got a Vaseline type consistency but with no petroleum. Or try Fresh lip balm. They're pricey but its so worth it. It's super hydrating.

If it's painful I wouldn't exfoliate it could make the problem worse but Aquaphor works wonders for chapped anything!
