I don't really have fine hair but I use a brush like this to tease with. You can get them at Sally's & ulta that I know of. http://www.ulta.com/ulta/browse/productDetail.jsp?productId=xlsImpprod3280331
On the reviews one girl said it worked for her fine hair.

I actually get best results from a teasing brush. My hair is crazy thick & there's ALOT of it so a comb doesn't really do much. I found mine @ the Dollar Store (after looking all over the place for one!! Who'd a thunk? Lol..) Its by Conair.

Oh & I'd imagine that a comb wouldn't grab the hair nearly as well as a brush if your hairs thin!! I use mine for my bangs only mostly as I wear a pompador & my bangs aren't as thick by far as the rest of my hair & it works gloriously!!

You can't really see that well cause mine has all black bristles but its made just like the one from Ulta.
