I have oily skin too and the secret key for me was to find the best cleaning routine. I found the clinique basic 3 Times is a really good one for me and nearly made my skin normal to combination.

Cetaphil oil control face wash is really good if you don't want high end products like clinique. Also carry blotting sheets with you.

I also find that heavier coverage foundations will make you more oily as well. I have combo skin and when I wear a lighter formulation I get A LOT less shiny during the day

Use a cleansing gel, and toner with witch hazel (providing you've oily skin without sensitivity) and an oil in water moisturiser for oily skin twice a day. In college they told us instead of moisturiser under make-up if a client has very oily skin a toner can be used, then a mattifying and long wearing primer can be applied, compact, mousse, or powder foundation will suit best rather than a liquid which can appear oily on your skin, and may run easier, on top of your foundation choice/powder, apply a translucent powder along your t-zone :) also for oily skin exfoliation 2-3 times a week is perfect, using a gentle honey and oil scrub, and a weekly steam will help decongest pores, if you still find your skin could be better try appying a mask fortnightly a clay or seaweed based one will decrease sebum production and dry out spots, whereas if you prefer a natural mask egg white will tighten and reduce oily skin :)

A tip I just got from a makeup artist has really helped me out: after your moisturizer powder, then put on your foundation, then powder again when you're done. Blotting papers are helpful too. Mario Badescu powder and Boscia Lavender Blotting papers have been very good for me.
